Question : How can I fix the error lsasse.exe - unable to locate component

Okay, here is my problem:

I just received a HP Pavilion ze2000 computer yesterday.   When I try to boot the computer, it looks like windows XP is going to load, and then I get an error message that says lsasse.exe - unable to locate component This application has failed to start because DNSAPI.dll was not found.  Re-installing the application may fix this problem.   I am extremely computer illiterate, So everything I have read on this site regarding this issue is absolutely foreign to me or I don't have the disks required for the fix!

I have been researching this for hours and have had no luck.  Now, here is what I do know (or don' know).  I can't get my computer to boot into Windows so I can't run a virus scan or download anything from this computer.  I DO NOT have a windows XP cd.  I thought I had the system recovery disks for this computer, but when I insert them it tells me they aren't for this notebook.  I don't know what they belong to then because this is the only hp the previous owner had.  From what I have read, depending on if the beginning of the error begins with a L or an I depends on the problem.  I guess I don't know for sure, all the remaining letters are in lowercase, so I would assume it is a lowercase L.  Too bad they look the same.  

I hope the information I provided will give you a better idea as to where I stand with this!  I would appreciate if somebody could help me with this!  Please keep in mind I know nothing about computers so please give me good step-by-step instructions!
