Question : Terminal Server 2003 not issue permenant licenses to clients

Hi all
I have SBS 2003 server which its the DC and the Licensing server as well. I have seperate Windows 2003 Terminal server which host 15 thinclients.
I have installed 15 Per User CAL Token on the license server.
Last week my users have complain regards warnning which pop up and notify that the license will expire in n days ..
I have look for some info on technet and google around and found that my terminal server is configure to issue licenses per device. I have changed in the Terminal server configuration so licenses will issue per User and i have reboot my SBS2003 and my Terminal 2003
Althought i have change this options i dont see that users recieve permenant license and i still have 15 per user cal avilable.
i am afarid that for some reason the terminal is unable to get the licenses and for that reason the clients recieves temporery cal and they will expire s00n..
please advice .

I dont believe it issues "permanent licences" at all.
It appears your server may be in "Application" mode. see http://www.experts-exchange.com/Operating_Systems/Windows_Server_2003/Q_20876238.html
"Just a follow up. I am having the same situation. I even called MS. According to their tech, if a client PC (device) acquired a TS "token" before the TS CAL was actually installed, then the client will use the token until the 120 days expire. Afterwards if the TS licensing server is configured correctly w/ CALs then the TS server will begin to release CAL to replace the token. I guess the token is a temp CAL for 120 days. And if a new client has logged on to TS after the TS license server was configured then that client will get a CAL from the start. TYPICAL Microsoft! Anyway, the MS tech told me to let the temp token expire and the TS will issue me a CAL automatically. Looks like this is the same thing that happened to craigmusgrove."
