Question : can chinese version of windows xp be loaded directly over a english version?

Does anybody know if a foreign language (chinese or any other) windows xp can be installed directly over a regular engish version of windows xp??? I don't want to format the drive - just replace the files needed to make it in chinese language.

I'm not sure this is an answer to your question, but my company has offices in Taiwan and China.
We build their machines with a stanrd English XP and then they just install the Chinese Language pack that we get with our Enterprise Agreement subscription discs.
