Question : Windows XP and Windows 2003 Performance

Please, could anyone tell me why 16 bits programs uses 50% processor time when it's runing on Windows XP or Windows 2003?
And, how can I configure Windows XP and Windows 2003 to prohibit and control this kind of programs?
In my company we have one very old program developed in Clipper and every time that this is used the computer's performance go down.
