Question : Can I block email going to a specific email address with exchange 2003

We are looking to block the ability to send to specific email addresses from inside our company going outside.
We are running SBS2003 standard with the exchange service pack 2. The internet message filter is installed, but I'm not seeing how to configure it for this type of scenario. It appears to only deal with incoming email.

Outbound email? Easily done. Create a new mail enabled contact that has the email address set. Hide it from the address book. Open the properties of the contact and choose Exchange General. Change the message restrictions to stop anyone from sending to the address.
