Question : Want to change browser Address Bar to contain special URI

I have an index.html page that contains a frameset. As the user navigates, changing the page shown in one of the frames, I would like to change the Address Bar to show a URI that the user can bookmark to get them back to the same page configuration The URI might look like this: http://mydomain.com/index.html?page=welcome.

Can anyone suggest a way to solve this problem? I would prefer a client-side solution, but server-side PHP is okay.
