I get this error message when accessing my static IP at home remotely.

As I stated earlier this issue is commonly related to application pools in IIS or network failure here are some helpful links:

Make certain that your application pools are started and that the permissions are correct.  If you are not seeing Application Pools under IIS snap-in then something is wrong and I would suggest reinstalling IIS.  Make sure to back up everything first, such as inetsrv folder and/or metabase.xml file
