Question : Resedit for OS X

I used Resedit to create some special keyboard layout that worked nicely in OS8 and OS9. All I had to do is to place that keyboard file into the System Folder.
However since I moved to OS X, I can no longer use that layout. Do I need a special of Resedit for OS X? What will be the best solution?
