Question : Exchange 2003 , 8007203a error

The problem is while I am working on exchange 2003 most of the time I
get the following error
Exchange System Manager,
Facility: Win32
Id no: 8007203a
Exchange System Manager
And I cannot open the system manager unless I restart the server. What
should I do to resolve this problem.
