Question : How can users change network settings?

I have written two batch files to choose between two networks with an A/B switch to change the cable.  This system works find if the administrator logs in but not for a user.  If a user tries to run the batch file they get access denied.  Does anyone know how to make a PC allow many users from a domain change the IP settings on a single PC?  Each user is logging in using their domain account.

I mean Log on to that Machine as an Administrator -> add "Domain Users" group to "Power Users" group.
