Question : Windows XP Help and Support won't launch

I have a client with Windows XP media center edition.  When I go to Start, Help and Support, the Help and Support screen never displays.  It may have been blocked by the client in his quest to prevent a spyware problem.  However, my job now is to make the Help and Support launch.  Any guidance on where to go to resolve this issue?

Reinstall XP Help & Support

Step I - End the Help and Support services
     helpsvc.exe
     helphost.exe
     helpctr.exe

Step II - Reinstall Help and Support
     net stop helpsvc
     cd /d %windir%\pchealth\helpctr
     rd packagestore /s /q
     rd installedskus /s /q
     cd binaries
     start /w helpsvc /svchost netsvcs /regserver /install
     start /w helpsvc /register

Note: The “start /w helpsvc /svchost netsvcs /regserver /install" command line
 reinstalls Help and Support, which may take several minutes.
