Question : Keyboard assign at Windows Login

My Windows was completed re-instaled in my Dell Notebook 820, from original Dell Windows CD. Everything was working well.
The problem appears this morning when I re-start my computer in the Login Windows appears my Username asking me to insert my password. I type my password and is not accepted. It was working even after the reinstalation of the Windows.
I noted that by the side of my Username appears "FR", indicating that the language assigned is "French" !   So, I tried to type my password, by supposing that the keypord is "French" (AZERTY). And it works !!
Please, how can I change the keyboard assignment at the login that is wrong. It is supposed to be "Portuguese" keyboard.
I have administrator rights.

on the regional settings, click on advanced uncheck the French, and select your language as the non-Unicode.
