Question : Problems with Windows Installer
We have a server running Windows SBS 2003 that is having a few problems with Windows Installer. Basically it will not let us install a program that we need. After talking to the people who made the program we are trying to install (Exclaimer), they sent us this email:
"I have looked through your server and ran some logging against the installer. There seems to be a fundamental issue with the MSI installation on this machine. the error code returned is

According to the Microsoft website this is linked into an issue with the MSI.DLL file.
I originally through that the issue could have been you installation not have a C:\ drive, but after a SUBST command to redirect C: traffic flow to D: However this did not succeed.
There is 1 thing that I have notice, and I believe this could be linked to your issue. The folder d:\windows\installer is not visible from the console, even with the show hidden folders switched on. However if you type the path into the RUN command it will find it."
Anyone know why this might happen and how to fix it?

another suggestion: create brand new admin account, and try from there.
