If you're getting lost in the details from Microsoft I'll point them out for you,
with windows xp versions of WMP As Vista now support mpeg with it's inbuilt decoder but not XP and earlier versions

When you consider MPEG ( DVD) is owned by the motion picture experts group not Microsoft.
Most computers on the market get the main decoder from having a DVD rom.
Bundles with a setup disc that should have Power DVD or WinDVD
They are the decoders.
