Question : customize over the limit message in exchange

I am tired of end users calling and asking me about their over the limit and asking me what folders should they empty. Is there a way to change the standard message that prompts the users that they are over their mailbox limit? Basically I want to write a customized message telling them they are over the limit, and what to do.

Exchange 2003 or 2007?

If 2003, doing this natively requires serious modifications to the Exchange DLL files, which you don't want to do as you can easily corrupt things.
