Question : Per user email monitoring - Exchange 2003 Std?

We're running Exchange 2003 Standard and have a need to tracking all incoming/outgoing emails for a specific user.  Is there a way to accomplish this without journaling the whole store?

Not really.  It can be done with Enterprise edition, mainly by moving the users you want journaled to their own store.  You could also try it with rules, but that is a PITA.
