Question : You are not authorized to view this page , IIS 5

Hi,
Windows 2000 server, IIS 5
i am getting follwing error when i try open my website (a simple html file).

"You are not authorized to view this page"
HTTP 401.3 - Access denied by ACL on resource
Internet Information Services

I tried all the suggetions which i found in google.  These are...
1. Anonymous Access is checked in Directory Security under Default Website properties.
2. All Website files are in C:\Inetpub\wwwroot only
3. Default permisions given to IUSR_MACHINENAME user.

Where i am going wrong? I am new to these things. Please explain little detail..

The problem is most likely caused by the web site's default page isn't set properly.

Please check in the site's properties dialog->documents tab.
1. Run inetmgr
2. on the web site, right click  and select properties
3. Click the Documents Tab
4. You need make sure default document is enabled and default.aspx has the 1st priority(addd default.aspx in the default document list and move it to the top).
