Question : Downloading a pdf form and then make it fillable

There is a form on a webpage that I download every three months for toll reinbursement.  I have a terrible case of arthritis in my hands and find it difficult to fill in forms.  The form in question is downloadable, but is not able to be filled in by computer, which is easy for me with this arthritis.
I have spoken to the owner of the form, but he has no idea who the original creator of the form is, I was hoping I could encourage the form creator to make it computer fillable, nobody seems to know so I must find some way of making the fields on this form fillable and not cost me a small fortune.
Is there any software that can turn a pdf form into a form that can be filled in using a computer.

If this is a one-time task (making the form fillable), you may be able to get away with just downloading the 30 day eval copy of Acrobat. Making a form fillable is not too complicated, and once you know your way around the form options in Acrobat, it should not take a long time to do so.

Acrobat actually has a feature that will try to recognize form fields and will then convert them to fillable form fields (this is not perfect, but it can save a lot of time).

Just put your mouse over one of the product links on the right half of the page, and popup menus will show up with a "Try" option. You want the Pro Extended version.
