Question : No 'new site' button in resource reservation database

Hi All
Got 2 6.5.1 servers
Trying to setup resource reservations as per: http://www-1.ibm.com/support/docview.wss?rs=0&uid=swg27003382
I wasn't sure about this article as it's R5. It shows some router settings which I changed to agree with the article - anybody know about those?
Now I create the reservations database but I don't get a 'new site' button in any of the views.
When I go into manage ACL on this database and advanced the option to choose an administration server is greyed out. If I go to server - files and choose other databases it isn't greyed out.
So I'm assuming that my lack of an admin server on this database is my issue.
AdminP appears to be running and I've been able to register test users so that suggests it's happy. Help!

Obviously you don't have Manager access to the database. Who has?
The IBM document appears to be valid for R6 as well, although there may be minor differences.
