Question : Cannot configure ODBC System DSN on Client

I hope I am posting this question in the right area.
I have a client PC, running Win XP SP1, that gives an ODBC error when launching the database. I try to go into the Administrative Tools >> ODBC and check the settings for the SQL Driver and when I click on configure, nothing happens. I cannot remove or add any SQL Driver DSN's, but can configure, add, or remove the Access DSN's. Is there a fix for this or am I looking at reinstalling the O.S.? I thought about replacing the sqlsvr.dll file from another PC that is working correctly. Any suggestions? Thanks in advance.
