Question : Veritas, backup exec, win2k3, restore DC

We have a win2k3 server which has exchange and is a dc

WE have made full backups with backupexec and have backed up the service state, system state, user data and all c drive

what is the best way to restore, should i restore the c:\ first then the shadow copy components? or should i select both and run the restore?
