Question : Setting domain to sync with internet time

I have two servers.
Windows 2000 DC1 Windows 2003 DC2
I would like to set the Server 2003 DC to sync with internet time. My question is how do I know which domain has the master time for the entire network? Also is there anything specific i need to when configuring this? Lastly, is there a command i can type in once I have made the changes that will allow me to verify if the DC is snycing with the internet?
Our server tend to drift off from true time and this has casued some issues with our VPN users.
Note I have opened port 123 for NTP-- which i believe is required for the time sync to occcur.

If atomic doesn't work, symmtime I think will, symmtime is a free utility. I thought Domain time II was a free utility as well.
