Question : 0x800CCC78 - error sending email

I'm getting the infamous 0x800CCC78 error message when I try to send email from Outlook Express. There has to be a way to get this working - I've tried a different SMTP server that my internet service provider says is supposed to work but it doesn't. Same problem all the time. I'm now thinking of changing ISPs...
Is there a way around this? Is there a SMTP server somewhere that I can use to send my email without a problem? This is all because of spam protection. I just need to send some email for crap sake....
