As far as I know you cannot. What is it that you are trying to do? the Microsoft utility subinacl.exe can be used to retrieve information on the security of files but not open files. The problem with querying open files is that at an instance in time it is always going to be different.

A user may prduce a word document one day for 1 hour and then never open it again. Another user may update the same spreadsheet each day.

The other option is to configure auditing so that you could see from the event log which files were accessed. The Microsoft Logparser tool is excellent for querying this information.
