The thread I posted link to is a possibly solution for howto to remove the volume control. There's as stated in the link a native policy setting to remove volume control when running atleast Windows Vista, but not for earlier version as Windows Server 2003. In Windows Server 2003, you nead to create a custom administrative template that configures the registry value.
Volume control is sndvol32.exe and to prevent it from being used, you can configure its NTFS-permissions to prevent the users access to file. File permissions can be configured through GPO (Computer Configuration\Windows Components\Security Settings\File System)
Another GPO solution would be to create a Software Restriction Policy to prevent sndvol32.exe from being started.
