Question : Internet Branding Policy Not Responding

We are running a Windows Server 2003 Environment. All Clients are Windows XPSP2. When the computers boot up in the morning the devices get stuck on APPLYING INTERNET BRANDING POLICY. This screen will stay up for the entire day if we do not restart the clients. Upon restart of the client the machine Applies the policy right away?
The NIC Cards on the devices are working fine and the server supporting the clients are working fine. I have not seen and KB's on Microsoft in relation to this problem.
Any and all advice would be great.
