Question : SQL server problem when installing new instance

I am trying to install a new instance of SQL server 2005 on a windows 2003 server.  I already have an instance setup on the server and i am trying to install an additional once.  I am getting the error

SQL Server Setup failed to modify security permissions on registry key software\microsoft SQL Server\MSSQL.4\MSSQLServer\SuperSocketNetlib for user administrator

I have checked permissions and i do not see any issues, i have tried installing multiple times and i keep getting the same errors.  I also changed the permissions on the registry key to give authenticated users full control just to rule anything out and that had no effect.  Any suggestions would be greatly appreciated.

Then use a login that is a member of the domain admin group.

Your question suggests that you are advanced on this subject. That implies that you should know that on a domain controller the machine is the domain.

PS Installing SQL on a domain controller is generally held to be a bad idea. Of course there are reasons why for installing on a DC, such as its only a little application (as a DBA there are no little Database applications ... :-) ) ...
