Question : Refresh rate possible for 100 Hz?

I am running NT4 SP6 at my work machine and am having trouble setting the refresh rate to 100 Hz (anything below will literally cause me headaches daily). The system is a Dell G1 with integrated ATI AGP Rage II Pro (2 MB SGRAM). I know very well that the chip is capable of delivering the desired refresh rate as I have gotten it to work before. The drivers installed are ATIs own and have functioned well in the past. The monitor is a Dell 3005 17" and is also capable of 100 Hz at 1024x768 (16 bit). NT does not seem to support refresh rates higher than 85 Hz by default. Microsoft knowledge database only gives hex codes for registry entries up to 85 Hz. I have used PowerStrip and had gotten it to work at 100 Hz but lost it after rebooting the machine. Since then I have not been able to regain my refresh rate. Unfortunately, NT also does not support INFs for monitors so the monitor is set to default (is that changable under NT?).
My questions are ...
1) Does the OS support higher refresh rates than 85 Hz within the OS or 2) do I need a 3rd party program such as PowerStrip? 3) What programs can easily set the rate to 100 Hz?
I am very curious as to what my options are. Thanks for your help!

Download the latest ATI drivers (do not install them yet)
Then give this a shot: Boot up in VGA mode and change the video driver to standard VGA (whatever gives you 16 colors), then reboot, and prior to loading the ATI drivers try this:
Start | run type regedit Look for HKEY_LOCAL_MACHINE\Software
Delete the key 'ATI Technologies' and close out of regedit and go to windows explorer to \winnt\system32\drivers and delete 'ati.sys'
Reboot and install the latest video drivers that you downloaded from ATI
