Question : The process cannot access the file because it is being used by another process

I am reading this

and ran netstat -ano   and   netstat -b

and the only things that report running on port 80 are the System and System Idle Process (only in netstat -ano), nestat -b doesn't list anything.

Should i go ahead and follow the advice about changing the registry?

on a tip from another forum, i revisted the "Sites" listed in the IIS manager. I did have 2 sites, but one was "stopped" so I thought it didn't matter that it was also running on port 80. Well apparently it might have, i changed the port number on the stopped site and I haven't received that error again. I'd like to keep this question open for a bit, just in case the error returns-
