Question : Microsoft, Windows, XP, DHCP Ping Issues

I have a problem that's frustrating me...
Details: Computer I'm trying to ping: Apps01 (192.168.0.241) - Windows 2000 Server SP4 Computer I'm working on: WS9999 (192.168.0.66) - Windows XP Pro SP2
I'm trying to ping a computer on my network (Apps01) from a workstation (WS9999) and I'm getting a "Request Timed Out" error. I can ping ALL other computers on the network. I can ping the problem computer (Apps01) on any other computer on the network. I can ping the workstation (WS9999) from any other computer on the network. I cannot ping the workstation (WS9999) from Apps01.
I've tried to set a static IP address on the workstation but I still have the same problem. 192.168.0.241 appears in the ARP table on WS9999 with the correct MAC address.
When I turn the Windows Firewall off, I am able to ping Apps01. When I turn it back on, I am still able to ping Apps01. But when I change IP addresses (i.e. renew DHCP or set a new static IP address), I am not able to anymore. I've tried checking and unchecking all the boxes in the Windows Firewall with regard to ICMP and nothing seems to make a difference.
Tried everything I can think of to resolve this issue. I'm thinking that I'm missing something simple. Please help.
