YOu don't need to set a border on the tables -- there are lots of other ways to get the effect.
Easiest (and a lot subtler) is to just nest the table in another one that has a background color, set the cellspacing on the inside table and you've got thin (or thick, whatever you want) FLAT color lines separating each cell. Or better yet (and easier to read) use a background color on alternating rows of the table (reider suggested this too). Use cellpadding (not cellspacing - that will put gaps between the columns) to get some space above/below the text so it doesn't touch.
The menus look good -- but you don't need graphics for the headings. Table cells with background color work just as well and load a lot faster. The page is too long too. Either have the menus as separate documents, or have them as hidden divs.
What would be nice is to have the side menu narrower (everything really is too big -- and I'm using 1024x768, it must be absolutely enormous in 800x600), or set what you have as the side menu across the top, put the categories of menus down the side, and have the correct menu show when the category is clicked on. It's just a simple show/hide of the correct div. Add an option for a printer friendly version of the menu with your name/address/phone number that opens in a new window, so they can get hard copy of what they're looking for.
You're wasting a lot of space. Screen real estate is precious, you need to use it better.
