Question : Windows 2003 SBS Server hung at Startup

I have a Windows 2003 SBS Server that boots the the Windows Server 2003 Screen (with the little bar going across the the bottom) and that is as far as it goes. It never gets to the point of preparing network connections or applying computers settings.
It isn't hung (at least the little bar keeps moving) but never gets to the ctrl-alt-del screen. My guess is that a service has hung or there is a drive that has hung. The server boots in to safe mode and safe mode with networking just fine but won't boot normally.
Anyone have any idea where to start on this?

Have you made any changes to your hardware or software on the system recently?
I ran into this yesterday when I changed out my noisy system fan with a quieter one (BIOS was trying to adjust the speed on it when I replaced it with a non-adjustable one).
