Question : How do we maintain A4 paper size as the default for all new profiles?

How do we maintain A4 paper size as the default for all new profiles?

I know how to change normal.dot settings once logged in as a user and it will keep A4 as default.  However when another user logs in, it starts with letter size again.

I have played around with the .msi installation point and I recall it worked but do not want to go that direction.  

Is there a common folder to place normal.dot so all users see it?

figure out to get an OPS file then create an MST file from it.
