It has 6 paragraph breaks before footnote text now that I can't delete.  If I copy to new document they don't appear, but on several computers at office they do.

Just put your document in Draft (or Normal), click References tab, Show Notes, view, and in the dropdown box, select footnote separator, and delete all the returns after it.
