Question : Taskbar Freezing when logging on and at random intervals

I have been having this problem since we upgraded our network form a workgroup to a windows server 2003 domain. I know other poeple have asked questions about this and i have tried all the solutions with no joy so far.

So here what happens. When a user logs on (on any computer with any username on the network) thier taskbar is unresponsive, it has the hourglass over it but they can work with all other applications that they have on thier desktop with no problems. after several minutes (anywhere form 2mins to 10 minutes) the taskbar responds and any thing clicked on it suddenly pops up. this freeze also happens at seemingly random intervals through out the day with the same results, everything clicked suddenly pops open after several minutes.

I have tried many fixes from other threads i have read, tried changing the registry entry for outlook, tried the taskbarrepairtool+  i ran a highjackthis report and everything checked out fine at highjackthis.de

this problem does not happen when i log on to the computer using the local logon only when i logon to the domain which leads me to think its a network issue, also the fact its happening on every computer not just one, and i have noticed similar lock ups when i run gpupdate but it doesnt happen everytime i do gpupdate. i have checked the event logs on every computer and theres nothing that would cause a lockup.

this has me truely puzzled not to mention frustrated. If anyone has any suggestions i'd be glad to hear them

Seems trivial, but clear the Recent Documents on one of them.
