Question : Can't create new user account. Error 8007203a.

I discovered this problem when I tried to create a new user a couple of weeks ago. I got the error message you can see here.
I get the same error when I try to create or change an email address for a user.
The error can only be seen on the Exchange server, not on the DC servers and only in email related parts of the account. The problem is not depending on an OU it is general in the whole domain. The only way to create email addresses is via ADSIedit. We have Exchange 2003-W2003 AD.

Put  windows time  to automatic vas disabled + netdiag /fix on dc
