Question : Public Folder views in Outlook, OWA, and ESM are different

Here is the situation that is unclear to me -

Public folders that you see in Outlook don't show up in ESM or OWA - namely the 'All Public Folders'  folder.  As well, I believe the 'Favorites' folder you can see in Outlook but not in ESM/OWA is because it is specific to each user's Outlook profile.  This correct?  I have not changed any permissions to disallow views or otherwise - fresh install of Exchange 2K.   Here is the default Outlook view vs the ESM/OWA View

Outlook View :

-Public Folders
  --Favorites
  --All Public Folders
    ---Internet Newsgroups

ESM/OWA View :

-Public Folders
  --Internet Newsgroups

....also, what is the 'purpose of the Internet Newsgroups' folder?
