Question : Outlook will only start in safe mode

This problem started out with the user not being able to run Outlook without it going straight into safe mode.  I have run a detect and repair, installed all updates, made sure no add-ins are running  etc...
I even uninstalled and reinstalled a copy of Outlook, which happend to have been located on a server instead of a disk.
The event log returned the error during the failure:
Faulting application outlook.exe, version 11.0.8118.0, stamp 456628bf, faulting module mso.dll, version 11.0.8132.0, stamp 45fc0843, debug? 0, fault address 0x000379de.

I made a copy of mso.dll from my computer and moved it to the problem computer and it seems to have done nothing.

What can I do about this mso.dll file error?  Or is my best and possibly only bet to get a CD to install from?  Please help, this is really becoming a problem.

If Outlook will only start in Safe Mode, and it is not due to an addon, a program running in the background is interfering with Outlook.  

Disable antivirus, antispyware, popup blocker, and all Norton programs one at a time.
