Answer : PagerMaker 7.0 and .pub file extention

PageMaker 7.0 can open Publisher 2000 documents without too much trouble but has some difficulty with Publisher 2003.

There is a file converter on the Pagemaker disk which converts Publisher (.pub) files to PageMaker and there is an update for it on their website.

You can also create a PDF in Publisher and place it into PageMaker.
