Use an autoshape, add text to the item and format the autoshape with no border color and no fill.  Then copy and paste it into a "photo" program such as Paint, Photo Editor, etc.  Rotate it in that program, then copy and paste it back into Excel or Word.  Not pretty and probably not what you wanted, but it is a way to rotate text without using WordArt.
