Question : Event ID 1058 and Event ID 1030 Windows cannot access the file gpt.ini

I have Server 2003 R2 SP2 which is the main DC, DNS, EX and DHCP.
Another server is secondary DC and FS
The third one is Terminal Server, also 2003 R2.
Problem description:
There is  a SQL based program share that is located on the main DC. Every existing users can access it.
The problem is with new users - they receive "Windows cannot access the specified device, path or file. You might not have the appropriate permissions."
Office files can be opened from the same folder.

It's not a permission issue, I've granted all permissions, copied user, added to domain admin - nothing.
When logging with the same user to the secondary DC, I am able to access it without a problem.
The problem occurs with every new user created.

The event viewer of the Terminal server shows a lot of error 1058 and then 1030 for all users logging to the terminal server.
Attachment '1.jpg' shows the exact error.

gpupdate generates: "To check for errors in policy processing, review the event log."

What I've tried so far:
1. The user is able to access the gpt.ini file through the sysvol share

The DFS service was actually turned off

Nothing wrong was found here

5. Made sure that the NIC (the only one) is set to the top of the network Binding order.

7. make sure the C:\Windows\Sysvol is excluded from Tend Micro scans

you would not believe what was the problem!
After talking with microsoft, they found the problem:
IE security enhanced configuration. Because of that the share location appeared as a different zone.
Why it was applied only on new users I dont know..
Anyway, I want to thank you very much for the efforts.
How can I assign the points to you?
After all, we have revoked every other possible solution
