Question : ntdbsmgr does not release memory on Win 2003 server.  Max Microkernal Usage is set to 60

Pervasive 9.11 was just installed on a new Windows 2003 R2 server.  Dell Server PE 1900.  Intel Xeon CPU.  5160 @ 3 GHz, 4 GB RAM   ntdbsmgr does not release Mem Usage.  We're running Sage PFW and Access using ODBC links to Pervasive tables.  Max Microkernal Memory Usage is set to 60.  Sage PFW says not to enable System Cache.    Enable Auto reconnect is on.  TCP/IP only.  Even when I am the only user, and logged directly onto the server, I can increase ntdbsmgr Mem Usage to over 700,000 K by clicking in and out of Sage PFW, opening tables in Access with ODBC.  During the week with 35 users, the system is locking up 2 or 3 times a day.

That's very possible.  If the PFW application doesn't use a local engine (to access files on the client), then I would turn off the Local Microkernel Engine setting.
